in my case, it is graphics card driver caused problem, I fixed with following steps:
- uninstall nvidia update program in Control Panel\Programs\Programs and Features, or run: appwiz.cpl
- revert the nvidia graphics card driver to microsoft basic display driver
- turn off auto windows device driver update
