windows cannot format the volume because the volume is offline

Tried with paragon disk manager, Windows 10 just cannot format it.

My HDD was wiped for security purpose.

Solution: Make sure you have backup all the data on this disk, you might have more partitions on the disk.

Open cmd with administrator

Diskpart

Select disk 0 (find out your disk, mine is disk 0)

Clean

Then now you initialize the disk again
